Can it recover files that are already deleted from the recycle bin?There are time we transfer file to our recycle bin and delete it from there.

Yes, it can recover files deleted from Recycle Bin. As you can see in the images, the user is provided with option to recover files from Recycle Bin. The user has to simply check the box and his file will be recovered.
